Torchlight download timed out mods

Out of curiosity, are you getting the message "Download timed out?" I am getting it currently when launching the game while subscribed to mods. It's a clean install and I disabled the cloud funtion, deleted all the document folders, and I still get the issue. I also tried restarting Steam and changing my download locations in the settings.
